From April 2001, the Republic of Moldova has benefited
from a technical grant provided to our country by the Japanese Government
through the 2KR Moldovan-Japanese Program for implementation of
Increase of Food Production Project in agriculture. Agricultural
Producers’ Associations participate directly in the selection
of agricultural machinery beneficiaries, thus ensuring the participation
of all agricultural producers in the tender, correctness and transparency
in carrying out the information campaign and the process of beneficiary
selection.
In this context, Vasile BUMACOV, Technical Director
of 2KR Project mentioned in “Agricultural Perspectives”
news bulletin that “To be viable, to provide a large variety
of technical services and to cover as wider area as possible, some
2KR Project beneficiaries - members of Agricultural Producers’
Associations need to replenish their agricultural machinery pool.
They are not able to develop on their own and for that reason they
need financial support, to have access to production means, grants,
donations, credits and loans at a reduced interest rate. Thus, assisting
private economic entities, and in particular of 2KR Project beneficiaries,
as well as developing of an agricultural service providing infrastructure
has become a priority in APAs’ activity.”
The Pilot Project for Cooperation between the
Private Farmers Assistance Program (PFAP) and Increase of Food Production
2KR Project in extending and developing the machinery services market
through provision of some grants was launched in 2002. Economic
entities that are 2KR Project machinery beneficiaries of 2001 were
selected as beneficiaries of this Pilot Project. This year, as a
result of this project 38 agricultural producers have benefited
from agricultural machinery.
Besides, through PFAP 32 business cooperatives
specialized in machinery services – beneficiaries of the Soros
Foundation Moldova Rural Development Program received small investment
grants from 2295 to 7968 US dollars for installment purchase of
MTZ82-type tractors, including for four totally paid-up tractors,
as well as for other agricultural equipment. The Increase of Food
Production 2KR Project contribution to the development of these
cooperatives is 2000 dollars for each case and includes visits of
project experts throughout the project performance and tractor repayment
terms.
