ACSA

ACSA is an organization created at the national level carrying out its activity on the entire territory of the Republic of Moldova and registered with the Ministry of Justice in March 2001. ACSA member-founders are: Association of Rural Extension Consultants ACE-Rural, Private Farmers Assistance Program, National Farmers Federation from Moldova, National Federation of Savings and Credit Associations, Republican Union of Agricultural Producers’ Associations “Uniagroprotect”, RISP-Support Project funded by DFID and implemented by the consulting company Landell Mills. The goal of the Agency is to support the private agriculture by creating and developing a national network of service-providers in information, training and consultation for agricultural producers.

Activities:

a) creation of a national extension network in rural communities:

ACSA network of service-providers is created on a competition basis following the scheme of competitive grants. Currently, ACSA has a network consisting of a total number of 30 consultation service-providers with a total number of 360 consultants, out of which 60 regional and 300 local consultants placed within the mayors’ offices. The teams of consultants are represented in all 11 counties of the republic, out of which 9 counties have 3 service providers each, and in Gagauzia TAU there are 2 service providers and one in Taraclia. Currently, citizens of over 50% of all existing mayors’ offices have access to consultation, information and training services.

b) ACSA clients and services provided:

The main ACSA client cultivates a total area of about 3.0 ha of farmland, has a cow, three pigs and up to 40 fowls. The main source of income is agriculture and for the overwhelming majority of the population the annual income is about 10.000 lei. In 2002 and the fist half of 2003, ACSA had about 350000 clients that benefited from over 160000 oral one-to-one consultations, 8000 written consultations, 20500 on-site visits, 2750 seminars and 1880 round tables. Most of the information and consultation services were provided in the area of technologies, economic issues, agricultural marketing, as well as legal and social problems.
c) Training programs:

Throughout 2001-2003, ACSA implemented the following training programs:

• Basic training of the selected consultants. The length of the program is 96 hours and it includes many modules, such as crop-growing technologies, cattle-breeding technologies, land legislation and contractual relations in agriculture, management of agricultural enterprises, agricultural marketing and other topics. Over 220 regional and local consultants participated in the training.
• Extension methodologies. The training length is 24 and 40 hours depending on the target group. About 180 regional and local consultants, members of 18 service-providers participated in the training.
• Agricultural marketing. This program consisting of 40 training hours was attended by 20 regional consultants and 36 local consultants.
• Training of trainers (TOT). The TOT includes 24 hours and is designed for regional coordinators, ACSA executive division employees and ACSA national team of consultants participating as trainers in the information/training program. About 80 persons participate annually in this program.

About 50 persons representing agriculture scientific and educational institutions, Ministry of Agriculture departments and other ministries, NGOs and commercial companies, private consultants and foreign experts participated as trainers in the given program.
